Parking provision in Pune is governed by the Unified Development Control and Promotion Regulations for Maharashtra State, 2020, applied by the Pune Municipal Corporation.

The figures below are a working summary. Requirements are applied with local discretion and are read alongside the Model Building Bye-Laws issued by the Ministry of Housing and Urban Affairs, which recommend two equivalent car spaces for every 100 square metres of built-up area, and the National Building Code, which sets a minimum of 13.75 square metres for a four-wheeler bay.

What the regulation says

UDCPR 2020 permits mechanical, hydraulic, stack and multi-storeyed parking, with or without car lift, to satisfy the parking requirement. Mechanical bays have their own minimum sizes and the system is sanctioned as part of the parking plan.

Conditions to design around

• Parking plan (bays, aisles, manoeuvring) submitted with the building plan; the system is sanctioned with it. • Stilt minimum 2.4 m below beam; stack parking permitted up to 4.5 m. • Mechanical / stack systems and parking towers may stand in side and rear margins at 1.5 m if a 6.0 m fire driveway stays clear (MFS/51/2024/1140, 18 Jul 2024). • Height limits under the same circular: podium 30 m, standalone MLCP 45 m, fully automated tower up to permissible building height and never above 100 m. • No EV charging inside automated towers, puzzle systems or basements; charging in ventilated areas only. • Stacked/automated parking: sprinklers over every vehicle (two heads per car), 1-hour rated decks, non-perforated steel pallets, emergency stops, detection; fully automated systems 2-hour separated from the building. • Whether dependent (stack) bays count in full is decided at scrutiny — ask PMC Building Permission in writing before designing around stack lifts.

Driveways, ramps and headroom

Driveway 3.0 m cars, 2.0 m two-wheelers; 6.0 m clear driveway and 9.0 m turning circle where fire-tender access is required. Ramp gradient 1 in 8; a single ramp is acceptable below 1,000 sqm plot. Stilt clear height 2.4 m minimum; stack parking up to 4.5 m. Composite parking (one car plus two scooters) allowed; six scooter spaces may be converted to one car space. A car space is taken as 12.5 sqm for area purposes.

Headroom and structural requirements

Stilt 2.4 m clear below beam; stack systems up to 4.5 m; two-level puzzle typically 3.6–3.8 m plus ~1.8 m per additional level — confirm against the product before design.

Visitor parking

Residential: 5% of required car spaces, non-allocatable. Business buildings: 20%. Round up.

Two-wheelers and other vehicles

Scooter spaces run alongside car spaces for every use in Table 8-B. The Table 8-C factor is not applied to the residential scooter figure. UDCPR 2020 has no bicycle requirement.

Relaxations and special cases

Transit Oriented Development: 50% of Table 8-B × 8-C inside a notified TOD zone (Reg. 14.2.1.6) — confirm the notified boundary with PMC. Excess parking above 50% over requirement attracts 10% of ASR land rate on the excess, except hotels, hospitals, educational and public buildings. Additions: requirement reckoned on added area only unless the use changes. Parking is provided for the full permissible potential of the plot even when only part is being built.

Fire clearances

GoM Fire Service circular MFS/51/2024/1140 (18 Jul 2024): podium 30 m, MLCP 45 m, automated tower ≤ permissible height and ≤ 100 m; sprinklers over every stacked vehicle; no EV charging in towers, puzzle systems or basements; 6 m fire driveway retained.

Proof of parking

In April 2025 the Government of Maharashtra circulated a concept note for a state Proof of Parking Policy, and in May 2025 the Transport Minister announced an intention to require evidence of an allotted parking space before a new vehicle may be registered in the Mumbai Metropolitan Region. As at the date of this page the measure is proposed rather than notified. Treat implementation timing as uncertain.
