What the regulation says

DCPR 2034 permits parking to be provided in basements, podiums, stilts, upper parking floors or separate parking structures, including mechanical and automated systems, and allows parking above the requirement on payment of a premium tied to the Ready Reckoner.

Conditions to design around

• Mechanical / stack / puzzle / tower systems are sanctioned as part of the parking plan; a car space is reckoned at 25 sqm (ground/stilt) and 40 sqm (basement/podium, incl. ramps) for area computation. • GoM Fire Service circular MFS/51/2024/1140 applies in Greater Mumbai: podium 30 m, MLCP 45 m, automated tower up to permissible height and ≤ 100 m; sprinklers over every stacked vehicle; no EV charging in towers, puzzle systems or basements. • Excess parking premium: up to 25% over requirement at 25% of land RR rate; up to 50% at 50%; beyond 50% at 100%. • Redevelopment schemes under Reg. 33(5)/(7)/(9)/(10) carry relaxed norms (e.g. 1 space per 8 tenements ≤ 45 sqm) — confirm the scheme-specific table. • Visitor parking: 25% of the stipulated number (a T-2 circular allows 5% in certain cases — confirm which applies).

Driveways, ramps and headroom

Ramp gradient not steeper than 1:10 (DCR lineage; confirm against DCPR 2034 Reg. 44). Stilt and basement parking are free of FSI when used only for parking.

Visitor parking

Residential: 25% of the stipulated car spaces, minimum one; reduced to 5% under a T-2 circular in specified cases.

Two-wheelers and other vehicles

Table 21 states two-wheeler spaces alongside car spaces for most uses; transit-camp and rental housing under Reg. 33(11) may substitute one two-wheeler space per tenement.

Relaxations and special cases

Redevelopment schemes (Reg. 33(5), (6), (7), (7A), (9), (9B), (10), (10A), (11A), (15), (20A)): relaxed norms, typically one space per 8 tenements up to 45 sqm. Free-sale component in redevelopment may follow open-plot norms. Parking beyond the requirement permitted on premium (25% / 50% / 100% of RR).

Fire clearances

GoM Fire Service circular MFS/51/2024/1140 (18 Jul 2024) applies; high-rise (>32 m) and special buildings follow DCPR 2034 Reg. 47 and Appendix I.
