What the regulation says

Delhi measures parking in Equivalent Car Spaces (ECS). UBBL 2016 and MPD 2021 permit basement, stilt, podium and multi-level / mechanised parking; basement and stilt parking (stilt up to 2.4 m clear) are excluded from FAR when used for parking and services.

Conditions to design around

• ECS area for computation: open surface 23 sqm, covered ground floor 28 sqm, basement 32 sqm, multi-level 30 sqm; mechanised/automated systems on the sanctioned equivalence (commonly 16 sqm) — confirm with the sanctioning authority. • Basement used for parking and services is free of FAR; stilt is mandatory on plots of 100–1,000 sqm (2.4 m soffit of beam, 2.7 m soffit of slab). • Fire NOC (Delhi Fire Service) above 15 m; parking structures follow NBC Part 4. • Multi-level parking on notified sites may carry commercial component under MPD policy.

Visitor parking

Visitor parking is inside the ECS standard; no separate percentage in MPD 2021.

Two-wheelers and other vehicles

Two-wheelers are absorbed into the ECS standard (1 ECS ≈ 1 car / 4 two-wheelers under the MPD conversion) — confirm the conversion in force.

Relaxations and special cases

TOD zones around metro stations carry their own parking ceilings under the TOD policy. Parking beyond the standard is permitted in basements free of FAR. MPD 2041 (draft) proposes parking maxima rather than minima — not in force.

Fire clearances

Delhi Fire Service NOC above 15 m; NBC 2016 Part 4 applies.
